William Dockwra and his business partner, Robert Murray were English merchants who established the first Penny Post in London in 1680. The popularity of their scheme attracted strong criticism. Murray was even arrested for encouraging others to sell ‘seditious’ books and pamphlets.
In 1697, Dockwra was appointed comptroller of the Penny Post.
